BY LAWS

ARTICLE I    NAME

The name of this state chapter shall be the Northern California Starcraft Camper Club.
 

ARTICLE II    PURPOSE

The purpose of this organization shall be:

ARTICLE III    MEMBERSHIP

Any California resident who owns a Starcraft recreational vehicle may join the organization.
Any member in good standing with the Northern California Starcraft Camper Club is entitled to one vote each.
All Associate Members in good standing will remain Associate Members. Members who have had a Starcraft and who desire to remain with the club shall be accepted as Associate members. Associate members will pay the standard chapter dues. Associate members will have the right to vote. Associate members can hold any office except President and Vice President.
 

ARTICLE IV    DUES AND REVENUE

The Northern California Starcraft Camper Club shall be a not for profit organization and may levy reasonable annual dues upon the members at the approval of the Northern California Starcraft Camper Club membership. Any changes in fees will be voted upon at a general membership meeting. Annual dues are due by November 15 of each year. Memberships will terminate as of midnight December 31. Members who want to reinstate their membership in the Northern California Starcraft Camper Club will be subject to a $20.00 reinstatement fee.
All fines imposed and collected by the Sheriff will be deposited in the club treasury.
Club funds may be used for, but not limited to the following:

  1. Wagonmasters will be granted, upon request, an advance of not more than $25 for campout administrative expenses. This advance will be returned to the treasurer at the end of the campout.
    1. Postage
    2. Telephone calls
    3. Copying
    4. Coffee and related supplies

    Additional expenses will be reimbursed with receipts subject to board approval.

  2. Printing and mailing of club newsletters.
  3. The club will supply a club identification tag for new members. Any replacement will be subject to a charge of $1.00 each.
  4. Officers may spend up to $100.00 as deemed necessary, with majority Board approval.
  5. The club will fund the difference for the President's Steak Dinner in the event the auction does not cover the cost of the steaks.
  6. The club will supply the turkeys for the November Turkey Campout.

ARTICLE V    OFFICERS

The officers of this organization and their duties shall be:

President: Plans the agenda and presides at all meetings of the chapter; appoints (with guidance of the other officers) the chairmen of the committees and monitors their activities; serves as an Ex Officio member of all committees; represents the chapter at meetings of interest to the members; serves as the chief spokesman for the club and is the major liaison with the sponsor/dealer and with the International Office of the Starcraft Camper club; works with other officers to coordinate their efforts and activities in serving the best interests of the members and the club program; sees to it that the bylaws of the organization (local, state and International) are upheld and administered fairly.
Vice President: responsible for the growth and development of membership, coordinate activities and assume the duties of the president, if necessary, keeping and maintaining the records (i.e. newsletters etc.) of the history of the club. Distributing new member packets and organizing and selling raffle tickets.
Secretary: Responsible for keeping accurate minutes and records of all chapter business meetings, special meetings and other events as so requested by the president; maintains the membership records; prepares and distributes an up-to-date membership roster to each member by February of every year (an accurate, complete roster should be sent to the International Office each year); acts as the chief correspondent for the club with other organizations, individual, club members, and the International Office, except when the duties of other officers may be more proficiently conducted by their communications with the other parties.
Treasurer: Responsible for receiving and disbursing all money resulting from chapter related financial activity; maintains adequate and accurate records of these transactions; in cooperation with the Secretary, maintains current status reports on membership dues; forwards the new member applications, with applicable payments, to the International Office; keeps the President informed as to the financial condition of the chapter and outstanding dues; makes periodic report of transactions and balance to the membership; works in assessments, etc.; coordinates, with the appropriate committee and/or officer, the purchasing of goods and services to be used for chapter activity; maintains the administrative supplies of the chapter and the supplies of promotional (local, International, etc.) materials.
Newsletter Editor: Responsible for preparing, publishing, and distributing the monthly newsletter.
Sheriff: is an honorary office customarily held by the Vice President's spouse. However the position may be appointed by the President, if necessary. The sheriff conducts kangaroo court at their discretion.
Directors: shall act as advisors to the officers as needed. Such directors shall be the immediate past two presidents.

All officers shall be elected by a majority vote of members attending the President's Campout. No proxy or mail ballots shall be accepted.
A term shall be one year commencing January 1st of the following year after the elections.
No person may hold the same office for more than three consecutive terms.
The board shall have the privilege to appoint committees from among the membership to perform special projects and report directly to the board.

ARTICLE VI    MEETINGS

The Northern California Starcraft Camper Club will hold a September President's Campout each year. This campout will serve as the annual business meeting for the election of officers on Saturday. The general membership will be notified sixty (60) days prior to the President's Campout business meeting for the purpose of electing new officers.
Joint board meetings of current and newly elected officers should be held at the October and November campouts to allow a smooth transfer of office on January 1st.
Board meetings will be called by the officers as deemed necessary.

ARTICLE VII    CONDUCT OF BUSINESS

Two thirds of the members present at the President's Campout or of the officer's business meeting constitute a quorum. The rules of parliamentary practice of Robert's Rules of Order shall govern this organization in all cases to which they are applicable. The order of business shall be as follows:

  1. Call meeting to order
  2. Reading of minutes of previous meeting
  3. Announcements
  4. Reports of committees
  5. Reports of officers
  6. Reading of important communications
  7. Unfinished business
  8. New business
  9. Adjournment

ARTICLE VIII    AMENDMENTS

These by-laws may be amended only at the annual business meeting by a two thirds vote of the members present, provided the amendments shall have been submitted in writing to all members at least sixty (60) days prior to the meeting at which it is to be acted upon.
If any provision in these by-laws conflicts with the by-laws of the National Starcraft Camper Club, the by-laws of the National organization shall take precedence.

ARTICLE IX    ANIMAL CONTROL

Owners are responsible for all expenses incurred by any member for any incident related to their pet.
Owners shall control their pets at all time;

Animals creating a potentially dangerous situation to other persons or personal property will not be allowed at the club campouts. Banning of such animals will be the responsibility of the Board.

ARTICLE X    GUESTS

Members may have guest rigs at all campouts, except the West Coast and International Rallies.

    1. There is no limit on the number of times a guest may attend campouts.
    2. Guests are permitted on a space available basis. Guests will not be "bumped" after the established deadline for campout.
    3. Guests shall be responsibility of the member host and are governed by the club by-laws.
    4. Guests attending the President's or Turkey Campouts will be charged for the potluck dinner. Members attending these functions on a daily basis will be charged a day use fee at the discretion of the Wagonmasters.
